2.2 20-0519 Subject: Emergency Eviction Moratorium Extension
From: Councilmembers Bas, President Pro Tempore Kalb And City Attorney Parker
Recommendation: Adopt An Emergency Ordinance Amending Ordinance Nos. 13589 C.M.S. And 13594 C.M.S. To Extend The Moratorium On Residential Evictions During The Local Emergency Proclaimed In Response To The Novel Coronavirus (COVID-19) Pandemic
I support this extension. Housing is a right and Oakland must do everything in its power to protect all its residents so that they can have safe, stable housing, both during and after the COVID crisis.
My name is Sara Levine and I live in Adams Point/District 3. I urge you to IMMEDIATELY extend Oakland's eviction moratorium until the local state of emergency is lifted. Like the pandemic and police violence, communities of color will bear the brunt of the crisis. Homelessness is already at crisis levels. Housing keeps us safe, not the police. Will you Defund OPD, extend the Eviction Moratorium, and pass the Tenant Protection Upgrades?
I urge you to IMMEDIATELY extend Oakland's eviction moratorium until the local state of emergency is lifted. Experts warn of a tsunami of evictions due to COVID-19. Like the pandemic and police violence, communities of color will bear the brunt of the crisis. Housing keeps us safe, not the police. We need rent forgiveness, so that folks aren't accruing large amounts of debt as they don't know when they will see another pay check, and we have to start with protecting against evictions in the meantime. Evictions are traumatizing without a pandemic, with one it is all that much worse. It is civically unjust not to do stop them.
My name is Hunter King and I live in district 5. I urge you to IMMEDIATELY extend Oakland's eviction moratorium until the state of emergency is lifted. Experts warn of a tsunami of evictions due to COVID-19. Like the pandemic and police violence, communities of color will bear the brunt of the crisis. Housing keeps us safe, not the police. City Council must Defund OPD by adopting Kaplan/Bas's cuts of at least an additional 11.4M and reimagine public safety. The must also extend the Eviction Moratorium until at least the end of the local state of emergency and pass the Tenant Protection Upgrades.
My name is John Flores and I live in the Redwood Heights district of Oakland. I urge you to immediately extend Oakland's eviction moratorium until the local state of emergency is lifted, as experts warn of a tsunami of evictions due to COVID-19. Like the pandemic and police violence, communities of color will bear the brunt of the crisis. Extend the Eviction Moratorium and pass the Tenant Protection Upgrades. Reinvest 50% of OPD funding (~$150 million) into the health and well-being of our neighborhoods, mental health, education, restorative justice, healthcare, and youth programs.
I am a resident of District 1 and I fully support the moratorium on rental evictions - this protection is an urgent need to protect key members of our community such as families, artists, musicians, and services workers. Please ensure this is passed!
As a city and a broader Bay Area community we still don't have a health solution to the Coronavirus, which means we can't truly have a full economic solution. People do not have the means to pay for rent, food, and medicine right now, so an eviction moratorium extension is vital.
It is crucial that we extend this moratorium and protect our neighbors who are still struggling with the economic and health effects of this crisis. Please pass this extension.
I support extending the moratorium on rental evictions and you should too. Our citizens are in danger of losing their homes honestly due to poor governmental response to this pandemic. The safer we stay, the more in danger of becoming homeless we are. We NEED you to protect our right to housing and grace within this financial crisis. Thank you
I'm a landlord in D6, and I urge you to extend the eviction moratorium and strengthen tenant protections to prevent a tidal wave of evictions related to Covid-19. Our communities need housing not police!
I'm a resident of D1 and I strongly support extending the eviction moratorium. With COVID cases surging and rollbacks in reopening, it is clear that the state of emergency has not ended. Please keep residents safe and sheltered during this crisis.
I am a resident of District 4 and I support the extension of the eviction moratorium. The pandemic and it’s far reaching effects on people’s lives and livelihoods are far from over and we cannot allow people to lose their housing during this critical time.
I am a resident of D1. We must continue to protect tenants by extending the eviction moratorium. This global health crisis is far from over, and no one should have to worry about whether they will continue to stay housed.
I support the extension of the eviction moratorium. We are still very much in the middle of the pandemic with no sign that anything will change anytime soon. Nobody who was unable to pay rent in April is in a better position now. Experts warn of a tsunami of evictions if eviction moratoria expire and now more than ever it is unconscionable to put people out on the street. Staying at home is a matter of public health and you can't stay home if you don't have one. Please extend the eviction moratorium.
My name is Lorraine DeGuzman and I work in Fruitvale neighborhood. I am calling to urge you to IMMEDIATELY extend Oakland's eviction moratorium until the state of emergency is lifted. Experts warn of a tsunami of evictions due to COVID-19. Like the pandemic and police violence, communities of color will bear the brunt of the crisis. Housing keeps us safe, not the police. Will you #DefundOPD, extend the #EvictionMoratorium, and pass the #TenantProtectionUpgrades?

No one should be pushed out of their homes, especially during a pandemic. As an Oakland resident, I support this resolution.
