    My name is Carmen Velasquez. I live in Downtown Oakland. I'm writing in support of the proposed Right to Recall ordinance. I have worked at The Oakland Airport for 7 years. Because of the coronavirus, I have been laid off for three months. The majority of hotel and food service workers are laid off, and many don’t know if they will have a job to go back to. Workers need the City Council to act now to give them some hope. Workers who have been laid off due to the Covid pandemic should have the opportunity to get their old jobs back before companies start hiring new employees. It's especially important for workers who've dedicated more time to working for a business to have the first chance at coming back to work. Workers need your help.     On behalf of the Alameda Labor Council, representing over 135,000 union members in Alameda County I'm asking this committee to approve the right to recall ordinance. Oakland workers are a big part of supporting our local economy. Let's make sure these workers have an opportunity to go back to work at their old jobs when it's safe, and that people who have worked the longest get to go back first.

    Dear CED Committee:

    Please approve the right to recall ordinance with no exemptions or amendments. Oakland restaurant, hotel, stadium and airport workers are a big part of supporting our local economy. Let's make sure these workers have an opportunity to go back to work at their old jobs when it's safe, and that people who have worked the longest get to go back first. Support a just economic recovery for workers! If you really care about equity make sure workers have equitable opportunities too!

    My name is Angela Yahaira Breining and I am an attorney with Centro Legal de la Raza in the Workers’ Rights Program. Centro Legal strongly supports the proposed Right to Recall ordinance
    The Right to Recall ordinance would protect against unscrupulous employers, who might see, in the temporary layoffs of this pandemic, an opportunity to get rid of workers who have spoken up about their rights. Within the last couple of months Centro Legal has heard many accounts of workers being laid off after working decades at their job merely for requesting to take sick time to take care of a family member, or speaking up about health and safety concerns. Without the Right to Recall these workers are losing out on a job they have counted on for many years just because they stood up for their rights.
    Workers in our community need your help. The majority of hotel and food service workers are laid off, and many don’t know if they will have a job to go back to. Workers need the City Council to act now to give them some hope.     As a hotel worker in Oakland I strongly support this Right to Recall ordinance. As business comes back to the hotel & restaurant industry we deserve to have our jobs offered back. It's only fair that our employers should respect our seniority before trying to replace us, and we need the city council support to make sure this actually happens.

    My name is Peter LaFreniere, I live in district 1 and work at a hotel in Oakland. First I was furloughed in March, then laid off in May. When I talked to management about it, they said they would try to hire people back, but there was no real guarantee. It is scary not knowing if I will have a job to go back to, when I was laid off because of no fault of my own. Workers like me who have been laid off due to the Covid pandemic should have the opportunity to get our old jobs back before companies start hiring new employees.     As an tenant's rights attorney in the San Francisco Bay Area, I support amending the Oakland Municipal Code to:

    1) Stop landlords from unilaterally changing the terms of tenants’ rental agreements
    2) Limit late fees charged to tenants
    3) Allow tenants to add new occupants to under-occupied apartments without fear of eviction
    4) Protect tenants from eviction if their landlord has not paid the relocation fees required by law
    5) Add special penalties for harming tenants who are elderly, disabled, or catastrophically ill
    6) Prevent landlords from threatening to report a tenant’s family or friends to a government agency because of their immigration status.

    I am in support of the amendments because I believe they will go along way in supporting tenants rights in a time when the need is greater than ever considering the many impacts of pandemic on tenants trying to desperately hold on to affordable housing in the bay area.

    As a worker in D5 I strongly support this ordinance! Finances are tough right now with my husband, an educator, out of work for the summer, but we feel OK knowing that he will have his job back when this is over. Let's make sure more workers in Oakland have that sense of safety and security in these difficult times.
