3 20-0406 Subject: FY 2020-21 Mid Cycle Budget Amendments
From: Finance Department
Recommendation: Adopt A Resolution Amending Resolution No. 87759 C.M.S., Which Adopted The City Of Oakland's Fiscal Year 2019-21 Biennial Budget, To Make Mid-Cycle Budget Adjustments To: (1) Fiscal Year 2020-21 General Purpose Fund Revenue Projections; (2) Fiscal Year 2020-21 General Purpose Fund Appropriations; And (3) Fiscal Year 2020-21 Non-General Purpose Fund Revenue Projections And Appropriations
The Police system has been designed this way, to subjugate Black folks and feed them to prisons. It’s broken and the world sees it. Clearly. I strongly urge you to:
1) DEFUND OPD by 50%,
2) INVEST that $150 million into the Black New Deal,
3) CANCEL CHP's contract and remove them from Oakland,
4) STOP the use of violence against protesters,
5) NO unauthorized overtime for OPD,
6) NO general fund $ to pay legal settlements, due to police murder, misconduct, and negligence,
7) INVEST in housing, jobs, youth programs, restorative justice, and mental health workers to keep the community safe.
Hi, my name is Joe and I am a resident of District 2.
1. DEFUND OPD by 50%
2. INVEST that $150 million in the Black New Deal
3. STOP the use of violence against protesters
4. CANCEL CHP's contract & remove them from Oakland
5. Create a plan to completely defund the police by 2030
The police are ill equipped to serve the community. They bring fear and guns into situations, escalating situation and inciting violence and prejudice. These funds need to be reallocated to social services that actually serve the community. Thank you.
I'm a resident of District 2, and I'm asking the City Council to defund OPD. I support Councilmember Fortunato Bas's proposal to reallocate at least $25M of our police budget towards community services, such as piloting the Mobile Assistance Community Responders of Oakland (MACRO) program in East Oakland neighborhoods in partnership with community organizations.
I am a district 2 resident, I call on the Council to move money within Oakland’s General Fund from the police towards community-based safety solutions as well as the implementation of Oakland's Equitable Action Plan.
Here are other changes we need to see immediately:
Further reduce OPD’s allocation from the General Fund to 50% of current (roughly $150 Million)Disallow unauthorized overtime by OPDDiscontinue use of general fund dollars to pay for settlements due to police murder, misconduct, and negligenceInvest more in housing, jobs, youth programs, restorative justice, and mental health workers to keep the community safe.Place additional investment into Oakland's Equitable Climate Action plan which will ensure not only the immediate safety of Oakland's Black and brown communities, but also their long term resilience and ability to thrive.
Hi, my name is Justin deWolfe and I am a district 1 resident,
Social services are desperately needed and police are not. Please stand up for positive change. I urge you to:
1.DEFUND OPD by 50%
2. INVEST that $150 million in the Black New Deal
3. STOP the use of violence against protesters
4. CANCEL CHP's contract & remove them from Oakland
5. End Oakland School Police who exacerbate the school to prison pipeline by disproportionately and unfairly targeting students of color. All students deserve to feel safe in school, and the OSP actively make students of color feel at danger.
Thank you.
As a resident of District 3, I strongly urge the council to move as many of our tax dollars as possible AWAY from the perpetually embarrassing and criminal Oakland Police Department and fund housing, youth programs, arts, and literally anything else other than policing. We deserve the best Oakland we can imagine, and we need to be brave enough to enact our imagination immediately. There’s no reason to wait. Please act on the will of the people, or we will have to elect a council that truly represents us.
Hi, my name is Robby and I am a district 4 resident, and a school social worker.
Thank you.
Hi, my name is Kate and I live in District 1. I urge you to follow Anti-Police Terror's demands to defund OPD by 50% and invest that excess $150 million into social services, including schools, affordable housing, health and mental health services, and a Black New Deal. OPD's astronomical budget has ballooned while austerity has hit every other department in Oakland. A social safety net keeps us safe, not the police! Please reinvest the money allocated to them into services that actually help and protect our community.
My name is Olivia Lee and I am a resident of district 1. I agree with Nikki Fortunato Bas that you should listen to the community and defund the OPD, but her proposal is $125 million short. The conclusion that can be drawn from Supplemental Report QA is that the government could house every unhoused person in Oakland by only cutting the police budget by 22%!
I urge that you:
1.DEFUND OPD by 50%
2. INVEST that $150 million in the Black New Deal
3. STOP the use of violence against protesters
4. CANCEL CHP's contract & remove them from Oakland
5. End Oakland School Police who exacerbate the school to prison pipeline by disproportionately and unfairly targeting students of color. All students deserve to feel safe in school, and the OSP actively make students of color feel at danger.
Make the right decision, make the human decision, Black Lives Matter.

I am an Oakland resident in District 2. In spirit, I agree with Nikki Fortunato Bas that we should reallocate $25 million away from the police towards community services, but this is not enough! We must drastically rethink the way that our city’s budget invests in the wellbeing of people, especially our BIPOC communities. Invest in what truly keeps people safe - affordable housing, jobs, education, clean air and water, mental health care, the list goes on. Stop pouring money into an increasingly militant, violent, and corrupt institution that does not see ensuring the wellbeing of Oakland's people as it’s core function. I urge you to:
1. DEFUND OPD by 50%
2. INVEST that $150 million in the Black New Deal
3. STOP the use of violence against protesters
4. CANCEL CHP's contract & remove them from Oakland
OPD's astronomical budget does not lead to increased safety. It’s the opposite, especially for our Black residents. Drastically defund OPD now!
My name is Sophia and I am an District 3 resident urging you to defund OPD.
I support the spirit of the proposal by Nikki Fortunato Bas, but we can do better! We need to use tax payer dollars to support our community mental and physical health, not to prop up a racist violent police system.
As Oakland residents, we continue to demand that you take immediate action to ensure the following:
1. DEFUND OPD by 50%
2. INVEST that $150 million in the Black New Deal
3. STOP the use of violence against protesters
4. CANCEL CHP's contract & remove them from Oakland
5. End Oakland School Police who exacerbate the school to prison pipeline by disproportionately and unfairly targeting students of color. All students deserve to feel safe in school, and the OSP actively make students of color feel at danger.
Thank you for being on the right side of history. BLM
My name is Kate Werner and I am a resident and voter in District 2 of Oakland. While I support the proposal by Nikki Fortunato Bas to "reallocate (from the police budget) at least $25 million towards improving safety and providing the services our residents really need," I find that this proposal falls about $125 million short of the divestment we need from the OPD.
The time to act is now to drastically re-imagine our community. I support:
1) Reducing the general police fund budget by at least 50% and redirect those resources to housing, jobs, youth programs, restorative justice, and mental health workers to keep the community safe.
2) Disallowing unauthorized overtime by OPD.
3) Discontinuing use of general fund dollars to pay for settlements due to police murder, misconduct, and negligence.
4) Denouncing all use of Measure Q funds to pay for salaries of the OPD.
My name is Elena and I am an Oakland resident writing to urge you to defund OPD.
I support the spirit of the proposal by Nikki Fortunato Bas: "to reallocate (from the police budget) at least $25 million towards improving safety and providing the services our residents really need," but this proposal does NOT go far enough!
Over 700 people e-commented on last week’s meeting. Over 150 spoke at the meeting itself. Over 95% of both sets of comments were in favor of defunding the Police. Listen to your constituents.
As Oakland residents, we continue to demand that you take immediate action to ensure the following:
1. DEFUND OPD by 50%
2. INVEST that $150 million in the Black New Deal
3. STOP the use of violence against protesters

My name is Penina Eilberg-Schwartz. I am an Oakland resident living in District 3. I am writing yet again to plead with you to do the right thing, and refuse to approve this budget until it has met the demands of those in our community most impacted by police violence, incarceration, the pandemic, and the housing crisis. Please do more than listen to these demands; give democracy meaning and take action based on your constituents' wishes:
-Defund the police by at least 50% this year, and share a transparent transition plan for the next 6-9 months
-Invest money in the Black New Deal
-Stop violence against protestors
-Remove CHP from our community to make sure what happened to Eric Salgado is not repeated.
Thank you,

Hello. My name is Ashley Erickson and I am an Oakland resident and voter living in District 3. I support Council Member Bas’s proposal to redirect funding for the Oakland Police Department to community services. But that is not enough - I urge the City Council to:
1) Reduce the general police fund budget by at least 50% and redirect those resources to housing, jobs, youth programs, restorative justice, and mental health workers to keep the community safe.

4) Denounce all use of Measure Q funds to pay for salaries of the OPD.
It is time to start listening to those impacted by police violence in our community and start implementing the changes we want to see. The time to divest in policing and invest in our community is long overdue. If you don’t start listening to the people you represent, we’ll elect new leaders who will.
I am a district 1 voter and long-term resident. I am writing to request that the City Council direct the city administrator to identify 50% in budget cuts from the Oakland Police Department and consider cancelling the charter of the OPD as it has proven itself to be an organization incapable of reform over 17-years of federal oversight.
While i appreciate the amendments to both Councilmember Kaplan and Councilmember Fortunato-Bas, It is very simply not enough. A heavy majority in our community are desperately urging you to do more to hold OPD accountable and to do so NOW. Must we ask yet another generation of black and brown residents to sit by while we try to implement reform measure after reform measure for another 17-years? Must we wait for the time when OPD escalates yet another community interaction into a murder? The time to act is now. Defund OPD and reinvest those funds in the community.
The Police system has been designed this way, to subjugate Black folks and feed them to prisons. It’s broken and the world sees it. Clearly. I strongly urge you to:
