Recommendation: Adopt A Resolution Amending Resolution No. 87759 C.M.S., Which Adopted The City Of Oakland's Fiscal Year 2019-21 Biennial Budget, To Make Mid-Cycle Budget Adjustments To: (1) Fiscal Year 2020-21 General Purpose Fund Revenue Projections; (2) Fiscal Year 2020-21 General Purpose Fund Appropriations; And (3) Fiscal Year 2020-21 Non-General Purpose Fund Revenue Projections And Appropriations
I am a resident of District 3. I want to thank Councilmember Fortunato Bas for bringing forward a proposal to decrease OPD’s budget by $25 million this year and 50% in the next budget cycle. This is a good start, but it is NOT enough.
I urge you to defund OPD by 50% in the CURRENT budget cycle, develop a plan to sustain the cut in the next cycle, and ultimately develop a plan to dismantle OPD entirely and reimagine public safety from the ground up. Don’t tell me it can’t be done – OPD admits that 50% of the calls they respond to are related to social services. State violence against our Black community is a humanitarian crisis and cannot wait until FY22. I stand with an overwhelming majority of Oakland residents in demanding that it stop NOW.
Please listen to Black leaders and support their vision for our community by defunding OPD and reinvesting that $150 million in the Black New Deal. The world is watching, the people of Oakland are watching, and we will remember in November.

I am writing to ask that you reduce the Oakland police department's budget by a minimum of 50% with no more overtime pay drafted from the general fund. Monies divested from the police should be reinvested in education, mental health services, housing, jobs, restorative justice, and other essential structures and services that, when lacking the necessary funding, are the root causes of many social issues that we criminalize. My requests are aligned with the Anti Police-Terror Project demands, but I ask that in addition, you formulate a plan to completely defund the police by 2030.

The proposal from Nikki Fortunato Bas is a good starting point, but does not go far enough. We need a comprehensive change that will start our city services on a path to working for all citizens. We don't need violent state action, policing and jails to solve economic problems. We need economic solutions to these economic problems. And we need community support programs to lift up those who have been disadvantaged through a lifetime of inequality.
I'm a resident of District 1, and I also work in Oakland. I'm writing again to urge you to defund OPD and divert funding to social services that are LIFE-AFFIRMING. Oakland needs to partner with community-based organizations that already specialize in actually serving Black and Brown communities that have been terrorized by police and disinvested from by the city - funds should be diverted there.

It is woefully insufficient, and OPD must come up with a breakdown of it's patrol expenditures, so that the Council can reduce or eliminate minor infraction, traffic, and other non-violent crime, investigative, and internal affairs programs in this adjustment or at least the next budget cycle.
