Recommendation: Adopt A Resolution On The City Council's Own Motion Submitting To The Voters At The November 8, 2022 General Municipal Election An Amendment To The Oakland City Charter To Add Article XVII To: (1) Establish The "Emerald New Deal Fund" For Cannabis Business Tax Revenue To Be Used For Services And Programs To Address Racially Inequitable Impacts Of The War On Drugs On Individuals, Families, And Communities In The City Of Oakland; And (2) Reestablish The Cannabis Regulatory Commission, As The "End-Harm Cannabis Regulatory Commission," With Revised Membership And Responsibilities, Including To Advise The Council On Expenditure Of The Emerald New Deal Fund; And Directing The City Clerk To Take All Actions Necessary Under Law To Submit This Item To The Voters At The November 8, 2022 General Election
IDK who paid Louise however the general tax revenue is NOT trickling down to the communities most affected by the War on Drugs nor is it trickling down to prevent school closures nor any disrepair to the poor communities. With END HARM we will have people from the community affected by cannabis drug arrest before it was made legal to ensure that the funds are handled appropriately. We voted to legalize cannabis therefore WE THE PEOPLE SHOULD VOTE ON WHAT TO DO WITH THE FUNDS FROM CANNABIS! PUT THE EMERALD NEW DEAL ON THE NOVEMBER BALLOT. - Someone affected by the War on Drugs!!!!
Cannabis business tax revenue is currently budgeted as revenue in our general fund and I am opposed to removing millions from our general fund for services and programs without first understanding the impact this will have and doing an analysis of existing services in this area. I support the underlying goals of the emerald new deal but I am opposed to having this pushed through for the November ballot. Council needs to ask more questions about how this impacts Oakland's existing budget - it should just not be placed before the voters without that analysis. I urge council not to vote for this measure to be placed on the November ballot.
