Recommendation: Adopt A Resolution On The City Council's Own Motion Submitting To The Voters At The November 8, 2022 General Municipal Election An Amendment To The Oakland City Charter To Add Article XVII To: (1) Establish The "Emerald New Deal Fund" For Cannabis Business Tax Revenue To Be Used For Services And Programs To Address Racially Inequitable Impacts Of The War On Drugs On Individuals, Families, And Communities In The City Of Oakland; And (2) Reestablish The Cannabis Regulatory Commission, As The "End-Harm Cannabis Regulatory Commission," With Revised Membership And Responsibilities, Including To Advise The Council On Expenditure Of The Emerald New Deal Fund; And Directing The City Clerk To Take All Actions Necessary Under Law To Submit This Item To The Voters At The November 8, 2022 General Election
I support the Emerald New Deal and I urge the city council to vote to put it on the ballot and let the people decide! I urge you to vote to endorse this initiative. This is a historic opportunity for the Cannabis Industry to join Oakland residents to stand together to advance fairness, justice, and right the wrongs of the past. Make it count by voting to put it on the ballot and let the community of Oakland gain autonomy!
You all have heard me speak many times so you know I support the goals of the Emerald New Deal! Sadly, I cannot support this policy as the way to get there. I'm being hopeful that voters will support the new business tax structure in November. Let's start now on writing a policy that focuses those new dollars on the Black New Deal.
I support the Emerald New Deal and I urge the city council to vote to put it on the ballot and let the people decide! This is a crucial initiative that will impact the lives of the beloved Black and Brown community in a significant and positive way. I wholeheartedly believe that this is the next step to ensuring a more prosperous quality of life for those who have been disenfranchised. So I urge the council to please please vote yes on the Emerald New Deal!
As an impacted black women of Oakland and long time resident why is the END deal not being pushed by all give the community the 1%. We deserve more Support END.
It is true that the E.N.D. represents an important effort towards reparations. It is also true that there are lingering concerns that the measure in its current form falls short of its stated goals of redressing harm caused by the War On Drugs; in other words, the devils in the current details would make the measure a hollow gesture in practice. Reparations are too important to rush to the ballot with anything less than solid vetting from established progressive groups such as the Ella Baker Center, which recently withdrew its support for the measure as it currently stands. The struggle continues; we will not rest in the push for reparations right here in Oakland; and when we bring reparations measures, such as the Black New Deal, to the ballot, we will make sure that they contain all the fiscal and legislative details needed to deliver lasting, meaningful support to those most impacted by the War On Drugs.
I urge my Councilmembers to vote YES to move END forward to the November ballot. Oakland voters deserve to vote to address the harms caused by the War on Drugs.
When asked, what happened to the black and brown people in the neighborhood? Having firsthand knowledge, I’m taken back to this time, the “war on drugs” and its generational influences and corrosive consequences to the individuals and families who were exposed.
Allowing this resolution and its legislative amendments to go forward on the November 2022 ballot, serves as a restorative pathway to this injustice.
I support this resolution and its amendments, totally.

If cannabis companies can make millions, people should not still be incarcerated for marijuana crimes, facing employment discrimination from cannabis related strikes on their records, facing housing challenges because of strikes on their records. Oakland can choose to let voters decide and have the electorate's values reflected in the outcome. Please give voters the CHANCE to choose
These times are crucial to ensure we as a people can safely enjoy and continue produce products for families alike. I am in support due to the racially bias effecting the minority communities in Oakland and around the world. Please pass this bill let’s make this right

I am asking you to vote yes to support placing the Emerald New Deal on the November 2022 ballot. The Emerald New Deal is an opportunity to support the individuals, families, and communities that have suffered the most under the War on Drugs. Between 1995 and 2015 over 12,000 arrests were made in Oakland for crimes related to cannabis offenses. Of those arrested, 77% were Black people and 15% were LatinX. Let us work together to continue on a path towards a more equitable Oakland. Please help us to rectify these wrongs by voting yes to placing the Emerald New Deal on the ballot for the November 2022 election.
