Recommendation: Adopt A Resolution On The City Council's Own Motion Submitting To The Voters At The November 8, 2022 General Municipal Election An Amendment To The Oakland City Charter To Add Article XVII To: (1) Establish The "Emerald New Deal Fund" For Cannabis Business Tax Revenue To Be Used For Services And Programs To Address Racially Inequitable Impacts Of The War On Drugs On Individuals, Families, And Communities In The City Of Oakland; And (2) Re-Establish The Cannabis Regulatory Commission, As The "End-Harm Cannabis Regulatory Commission," With Revised Membership And Responsibilities, Including To Advise The Council On Expenditure Of The Emerald New Deal Fund; And Directing The City Clerk To Take All Actions Necessary Under Law To Submit This Item To The Voters At The November 8, 2022 General Election

Put the Emerald New Deal on the November 2022 ballot! The War on Drugs has over-policed and incarcerated Black and brown communities of Oakland, tearing families apart and perpetuating cycles of poverty and generational trauma. We can't let almost half of now legal Cannabis Tax money to go back into policing these communities. We need to put that money into the hands of families most impacted by the War on Drugs and other racist policies the US and the city of Oakland has weaponized against our communities.
Please put the Emerald New Deal on the ballot! The underserved communities need help that they have been denied for so long. The PEOPLE would like to ensure funds are allocated to their community and not just the communities in the hills. Let’s END HARM!

Hi my name is Veronica Alder, raised n East-Oakland district 6 and live n district 7 for the past 17 years. I am a Oakland native’ and I support the EMD’ 🤗
I have watch my Oakland’ community suffer from the war on Drugs’ In which many of our streets in Oakland today shows facts’ of my statement.
Therefore, for the past 50’ years, I have lost family, peers, friends and love ones in my community. Almost everyone I know either live on the streets today’ or still in jail from the war’ on Drugs in most communities/ neighbor hoods… n Deep’ East Oakland and West Oakland.
Therefore, I’m asking you; my City Council members, do’ the right /humane thing;
Lead’ and Vote’ yes! and put END’ on the ballot for the suffering communities to have another Resource’ to survive / thrive beyond the damage that has already’ been done.

I am a resident of East Oakland and taught in an East Oakland public school for five years. I am in support of the Emerald New Deal because it heals communities harmed by the War on Drugs. Working in schools, I saw the negative impact the War on Drugs continues to have, destabilizing and separating families and community members I was working with. I support the Emerald New Deal redirecting an existing tax form the General Fund toward a more targeted effort to heal communities that were disproportionately harmed by the War on Drugs. Please vote to put the Emerald New Deal on the ballot this November, for the sake of healing our communities.

Healing begins when we we take action to address harm committed. The trauma created by the War on Drugs is still visible to anyone who lives or visits Oakland — the stark inequality, the lack of love translated to local policy for our unhoused relatives, and the violent policing of black and brown communities are examples of how the city of Oakland has failed to protect the most impacted. If you love Oakland and are committed to the healing of black and brown people, then I strongly urge you to vote to put the Emerald New Deal on the November ballot.
