7 22-0382 Subject: Emerald New Deal Healing And Reparations Fund From: Councilmembers Taylor, Reid And Gallo Recommendation: Adopt A Resolution On The City Council's Own Motion Submitting To The Voters At The November 8, 2022 General Municipal Election An Amendment To The Oakland City Charter To Add Article XVII To: (1) Establish The "Emerald New Deal Fund" For Cannabis Business Tax Revenue To Be Used For Services And Programs To Address Racially Inequitable Impacts Of The War On Drugs On Individuals, Families, And Communities In The City Of Oakland; And (2) Re-Establish The Cannabis Regulatory Commission, As The "End-Harm Cannabis Regulatory Commission," With Revised Membership And Responsibilities, Including To Advise The Council On Expenditure Of The Emerald New Deal Fund; And Directing The City Clerk To Take All Actions Necessary Under Law To Submit This Item To The Voters At The November 8, 2022 General Election

    I am a D4 resident and support the END as a innovative way to address the harms of systemic racism in Oakland. It’s clear that the war on drugs was a war on Black and brown communities and the effects are still palpable. And are still harming the entire city to this day. Please put this on the ballot and let Oaklanders decide where cannabis tax dollars should be spent. The END is an important first step in restoring health and well being to people and communities most impacted by over policing, racist policing and racist development of our city. Please stand with Oakland and vote yes.

    Writing to support the approval of resolution to put Emerald New Deal before the voting public. This policy has satisfied the procedural requirements for city council to place it on the ballot. Please let Oakland voters use their vote.

    Please vote YES to put END on the November ballot. There is no better use of these funds than to improve the lives of the families and individuals most affected by the war on drugs. This legislation is common sense and essential.

    Please put put this on the ballot! I am a resident of downtown Oakland and I can't think of a better use of these funds. Lives and communities have been upended by the war on drugs and there is a need for redress.

    I’m writing in support of the Emerald New Deal and urge my city council members to vote YES to move END forward for Novembers ballot. Today there are more people behind bars for non-violent drug offenses than were incarcerated for all crimes. Has the war on drugs actually been about drugs????

    I support the Emerald New Deal.African American people endure more consequences noting how people of African descent are disproportionately affected by drug policies and drug laws. The result has left many, “barred from a wide range of employment, educational, social security and other benefits.” This does not include police brutality!.

    I strongly support the proposed " Emerald New Deal Fund" because our community, like so many other urban areas, is made up mostly of Black and Brown citizens where an inordinate number of them have suffered mightily and unjustly from the targeted drug arrests and extreme sentences put on them. It is way past time to cease bemoaning the injustices of the money-making, repressive activities of the "War on Drugs" and actually do something constructive for the people caught up in its repressive and life retarding nets. If America can quickly and consistently produce financial aid for humanitarian purposes and war materials for the people in Ukraine, surely it's time to fix some of the extreme wrongs perpetrated against many of its American citizens! Let's fix some problems at home for a change. We deserve it!
