7 22-0087 Subject: Update To Truck Routes And Truck Prohibited Streets Ordinance

Recommendation: Adopt The Following Pieces Of Legislation:
1) An Ordinance Amending Sections 10.28.145 And 10.28.160 Of The Oakland Municipal Code To Limit Truck Parking In West Oakland; And Adopting Appropriate California Environmental Quality Act (CEQA) Findings; And
I live near McClymonds High School and support the proposed designations for truck parking in West Oakland as a step in the right direction but not a comprehensive solution to the impacts of trucks on our community. Allowing truck parking on any city streets raises questions in light of the significant land at the port that could be designated for truck parking. Truck parking designations *must* be accompanied by electric truck charging infrastructure in the specified locations and traffic calming measures on surrounding West Oakland streets. The trucking industry is heading to electric vehicles and we must support truck drivers with this infrastructure. Without electric trucks, pollution from trucks in the designated parking locations will still impact the health of the community in surrounding blocks. And without traffic calming measures, our streets will remain hazardous for other users, including vehicles, pedestrians, and bikes.
I am a resident in west Oakland and I strongly support this ordinance as West Oakland has become more residential. This measure will both help support environmental quality in West Oakland, and decrease the risk of potentially fatal accidents

As a Prescott resident along Frontage Road I strongly OPPOSE Frontage Road being designated a truck route, and ask that it be removed from this Truck Management report so that it can be evaluated separately. In the alternative, I request this meeting be delayed due to Planning providing the community inadequate notice (they only gave 8 days notice).
- Traffic study failed to conduct an assessment of Maritime Street, and instead concluded (without any evidence) that prohibiting trucks on Frontage Road would pose "significant congestion and operation delays" to other streets.
- Traffic study failed to consider population density (i.e., that the largest number of residents would be impacted with pollution and other harms if Frontage Road is designated a truck route).
- The Port was given special access in this process, while residents were denied. Residents asked for equal access to the process, but were denied our request.
- Traffic study failed to consider health equity data at the request of the Port, which is highly improper. An email from Alicia Parker in Oakland Planning dated May 21, 2021 states "I think the Port was weary about adding the health data because it would set precedence and document the incompatibility of truck routes where people live."
As a homeowner and resident in the Prescott Neighborhood for 13 years, I strongly OPPOSE Frontage Road being designated as a truck route and ask that Frontage Road be REMOVED from the ordinance. DO NOT approve the ordinance as currently written.

3. Trucks are consistently parked in the center median and/or lined up along the shoulder idling. The resulting trash is atrocious.
4. There have been tragic accidents along this road including several deaths as a direct result of problems from the semi's parked in the median.
5. Frontage Road should be redesigned especially because of the residential community it runs adjacent to -- it makes no sense, has no sound barrier, has no traffic lights or other calming measures. I'd love to take back the entire road as greenspace, but as that is unlikely, I'll settle for something that makes sense in our residential neighborhood.
We've raised the issues of Frontage Road for over a decade; we've invited city and port officials to join us on a busy morning to view the madness outside our front door. Please DO NOT approve the ordinance as written.

The Wood Street Community Action Group is OPPOSED to Frontage Road being designated as a truck route and ask to REMOVE Frontage Road from the ordinance. DO NOT approve this ordinance as it stands. The data used to determine Frontage Road as a designated truck route is out of date and does not reflect current and growing residential reality of our neighborhood.
The current driving and truck usage conditions on Frontage Road do not align with the safe conditions required for a residential neighborhood.
• Frontage Road is an extension of I80 and I880 and at 4 lanes wide with a center open median lane, traffic typically moves at 50-70 mph with much of that traffic being semi-trucks.
• The center median lane and shoulder lanes are regularly used as truck parking or staging of Port trucks.
• Multiple traffic deaths have occurred over the years, several of them from running into parked semi-trucks in the center median.
Frontage Road is an outdated and unsafe design, given the growing residential community on its eastern side. To change its status to Designated Truck Route would only make conditions worse.
What is needed is to remove trucking from this road and add traffic calming measures to make this a safe road for the residents in the neighborhood.
We've engaged on this issue and have asked to be invited to the table, alas to know avail. Meanwhile the Port drives the agenda for Frontage Road and we who have to risk our lives everyday on this wild west "freeway" are ignored.

Multiple recent fatalities from trucks recklessly parked in the center of Frontage Road and negative impacts upon quality of life For nearby residence all strongly suggest that truck traffic should not be allowed on frontage.
I live at (10th and Wood street) in Prescott and have for years. Under no circumstances should Frontage Road be designated as a truck route. Maritime and other roads were not included in the analysis. The community was not given the time or awareness to properly give input. If Frontage road is designated for truck this will hurt the health outcomes of West Oakland residents, a population already disproportionately affected by air pollution, noise pollution, and dangerous/poorly maintained roads. Today we have a problem with illegal truck parking in the neighborhood and this will only make it worse. Plus, with BART's Mandela Station development and other high-density housing coming up, we need Frontage for car traffic more than ever before.
Urgent: No Trucks on Frontage Road - Feb 22 Public Works meeting

Oppose Frontage road becoming a designated truck route. Parked trailers block visibility for exit/entry into a densely populated area, which has already caused fatalities. Truck and noise pollution in combination with the close proximity of I-880 negatively affects many residents. Frontage road as a designated truck route should be removed and evaluated separately.
I strongly support this legislation. West Grand Avenue is the main artery connecting San Francisco to Downtown Oakland. Not only from the city beautification aspect of the presence of this trucks on this avenue, these trucks badly damage the roads. West Grand is paved as a city internal street and does not bear the capacity to withstand big trucks. That is evident with the condition of the pavement along West Grand Avenue. The truck often seem to idle adding to the air pollution in the neighborhood. The sheer size of the trucks, their cabs, and the trailer create significant blind spots for entry/exits to various side streets. The Adonai Toledo Trucking company seems to use all of West Oakland as their parking spot. The city should find designated truck parking area adjacent to the port and provide facilities for the drivers to use from their long hauls, and the businesses of these trucks to pay for parking that will bring city some revenue.
I strongly support this legislation; I live near West Grand and Filbert and truckers frequently leave either the truck cab/tractor or the trailer parked blocking visibility when trying to pull onto West Grand. This is extremely dangerous for drivers, not to mention the blight and unnecessary pollution West Oakland residents are forced to deal with when these trucks are idling and driving through our neighborhood. West Grand Ave is the gateway to Oakland from San Francisco and the North Bay, and the city needs to understand that this blight is the first impression people often get when coming into Oakland.
Please ensure that any commercial tractors/cabs/trailers, regardless of their length, be prohibited from parking on West Grand as well as throughout the residential and mixed use zones of West Oakland.
I strongly support this proposition. As the residential community has grown in the area, the trucks parked along West Grand have been posing more and more of a risk. It is difficult to see oncoming traffic as we turn onto West Grand, and by the time we can see it we are already blocking their way, hence making a collision highly likely. It is also dangerous for our children to play in the community as again these trucks block the view, and make the roadways dangerous. I would encourage finding new truck routes that allow for the uninterrupted transportation of goods without posing a risk to our growing residential community.
Big rig tractor only or full big rig parking is not appropriate in West Oakland residential, or mixed used zoned areas. Rigs should be parked only west of the freeway, on Port/Army Base property. I live and work in West Oakland at 32nd and Helen. We already have too many trucks using residential side streets (Peralta, 34th and 32nd) as short cuts.
