21 15-1035 Subject: Police Commission Charter Amendment Measure
From: Councilmembers Noel Gallo And Dan Kalb
Recommendation: Adopt A Resolution On The City Council's Own Motion Submitting To The Voters At The November 8, 2016 Statewide General Election 1) A Proposed Amendment To The City Charter To Create The Oakland Police Commission, The Community Police Review Agency, And A Process For Police Discipline And 2) A Proposed Enabling Ordinance Relating To The Oakland Police Commission And The Community Police Review Agency, And Directing The City Clerk To Take Any And All Actions Necessary Under Law To Prepare For And Conduct The Election
While I am happy that Oakland is taking this step towards allowing more community input in how the cases of misconduct is handled, I am disappointed that a truly independent commission has not been achieved. I hope that at a future date, we can work towards having a commission that isn’t appointed by elected officials that can be too easily influenced by the OPOA. I hope that in future contracts with OPOA, you can negotiate an agreement that will give the police commission more autonomy. Thank you! - Tonya Love, District 2
As an Oakland resident and voter, I strongly support this measure, and I hope the City Council will approve its placement on the November ballot. Thank you.
Thanks to all the councilmembers who voted in favor of this Charter Amendment. While the measure will advance the community's ability to hold the OPD accountable for its role as a legitimate partner in Community Policing, we need our Mayor, City Council and the OPD to support the Commission in it's endeavors to ensure fairness and transparency when dealing with law enforcement.
