5. Process for Commission Review of Executive Director Performance. Attached is a memorandum that outlines the framework and forms to be used for the Commission's review of the Executive Director's performance. In preparation for the review, Anil Comelo, Director of the Department of Human Resources Management, will provide an overview of personnel policies and legal considerations in conducting a performance review of an Oakland City government employee. (Attachment 3 - Memo and Forms)
6. In the Matter of Libby Schaaf for Oakland Mayor 2014 Committee (PEC #14-25b). PSAI Realty Partners CAC, LLC; PSAI Realty Partners, LLC; PSAI Realty Partners II, LLC; and Peter Sullivan Associates, Inc. made four $700 contributions to the Libby Schaaf for Oakland Mayor 2014 committee as entities that are "owned or controlled by the same majority shareholder or shareholders" and therefore aggregated as one contribution pursuant to the Oakland Campaign Reform Act section 3.12.080. As a result, the Libby Schaaf for Oakland Mayor Committee accepted $2,100 over the contribution limit. Proposed Penalty: $2,100. (Attachment 4 - Stipulation and Exhibit)
7. Subcommittee Assignments. Commissioners will discuss current subcommittee assignments and may make changes or additions to these subcommittees.
8. Enforcement Program. Commission staff provides an update on the Commission's enforcement caseload as well as a report on case dismissals since the last regular Commission meeting. (Attachment 5 - Enforcement Report)
9. Executive Director's Report. The Executive Director reports on significant activities of Commission staff since the Commission's last meeting. (Attachment 6 - Report)
10. Commission Review of Executive Director Performance. The Commission will meet in closed session to conduct a public employee performance evaluation of the Executive Director. This is a personnel-related performance evaluation authorized to occur in closed session pursuant to Government Code Section 54957(b).
