Recommendation: Adopt A Resolution Submitting To The Voters At The November 3, 2026, General Municipal Election (1) A Measure To Amend Oakland Municipal Code Chapter 4.20 (Real Property Transfer Tax) To Amend The Exception For Foreclosure Transactions; And (2) An Advisory Measure On Whether The Increased Revenue From Amending The City's Real Property Transfer Tax To Include Certain Foreclosure Transactions Should Be Spent For The Purposes Of Providing Interim Shelter, Transitional Housing, Encampment Closure Operations, Addiction Treatment, Job Readiness, And Other Related Homelessness Services; And Directing The City Clerk To Take Any And All Actions Necessary Under Law To Submit These Measures To Voters At The General Municipal Election; And Making Appropriate California Environmental Quality Act Findings
I am a street outreach provider. I support closing this loophole that private equity firms are exploiting to flip homes for profit. I strongly support allocating this increased revenue to homelessness solutions. However I do not support funding increased encampment closures. Encampments will be reduced naturally as people are provided safe, accessible, credible options to relocate to safe living sites. Doubling down on enforcement will be ineffective, wasteful, and harmful in a context in which people do not have meaningful alternative options.
Increasing tax revenue only to spend it on police and mass surveillance discourages voters from supporting new revenue measures. We need positive solutions like violence interruption, housing, healthcare, and social services. Criminalization, forced displacement, and mass surveillance are leading us toward authoritarianism. Get your priorities straight and stop pandering and cowering to the recall right.
