I am Rose Mukhar, the Founder & CEO of Justice At Last & we oppose this resolution.

The DVP recommends funding Bay Legal to serve 100 people. This reduces 500 survivors from receiving legal services and eliminates funding for the bulk of the restraining order assistance, including jeopardizing FVLC’s ability to provide Spanish-speaking, culturally responsive legal services for Latinx and Mayan immigrants. The recommendations also eliminate all funding to Justice At Last, the only agency in Oakland providing specialized legal services for survivors of trafficking.

Since July 2022, we have served over 230 survivors of human trafficking who resided or were trafficked in Oakland.

Trafficked survivors have access to specialized protections, including $20,000 for lost wages through the California Victim Compensation, post-conviction criminal record clearance, and credit repair for negative credit history caused by trafficking. However, all these legal protections are extremely hard to obtain without legal representation.

Justice At Last is the only legal aid in Northern CA exclusively serving the legal needs of survivors of human trafficking, including Alameda County.

Since 2022, we have secured over $110,400 in stolen wages for trafficking survivors through the DVP grant.

Without funding this year, Justice At Last will not be able to provide the critical legal representation that Oakland trafficking survivors need and will lose out on these invaluable legal protections.
