S5.4 26-0685 Subject: Approving The 2026-2030 Community Violence Reduction Plan

Recommendation: Adopt A Resolution Approving The 2026-2030 Community Violence Reduction Plan As Required By The Oakland Community Violence Reduction And Emergency Response Act Of 2024 (Measure NN) And Approved By The Oakland Public Safety Planning And Oversight Commission
I would like the city council to ask that for Strategy 6 of this plan that it be upgraded from Tier 3 to Tier 2 to greater importance. We already have lost our CRO officers, all members of the Neighborhood Services Division, and have no funding. We also do not a single forward facing employee to help manage the Neighborhood Councils, Neighborhood Watch/Merchant Watch, and other community engagement groups. All the telephone numbers/webpages are now going nowhere to employees who no longer work for the City. We cannot wait years for the support needed. We cannot let our Neighborhood Councils & Neighborhood Watch groups die. Please move this strategy to higher importance and strengthen the wording from may.... to will work. Also reinsert language regarding the Community Policing Advisory Board to help with this strategy.
