Dear Councilmembers and CM Staff,
I urge you to pull Item S6.26 (File ID 26-0612: $1.1M IDEA Plan) from Tuesday’s Consent Calendar for open debate and oversight amendments.
A city's budget is a statement of values. For residents facing daily illegal dumping, value means clean streets, not just fast spending. Passing this on Consent creates an oversight vacuum due to a glaring asymmetry in "urgency":
1. Urgent Spending: The city is waiving competitive bidding and technology procurement rules to fast-track $1.1M to private vendors immediately.
2. Delayed Accountability: Conversely, Public Works has zero urgency for verification, stating actual KPIs won't be ready for a year. They shouldn't write the definition of success retroactively.
This risk is magnified by the City Auditor’s April 23rd Performance Audit, which cited Public Works for a systematic failure to track enforcement data.
Please pull S6.26 and amend the resolution, or issue a binding Staff Direction to the City Administrator, to mandate that clear metrics be established before funds are dispersed, followed by public progress updates at 30, 60, and 90 days, shifting to quarterly thereafter.
