Recommendation: Adopt A Resolution (1) Authorizing The City Administrator To Enter Into A Three-Year Agreement With Peregrine Technologies For The Provision Of A Law Enforcement Records Search Platform And Related Services For The Oakland Police Department, At A Cost Not To Exceed One Million Twenty-Four Thousand Dollars ($1,024,000) For The Time Period July 1, 2026 To June 30, 2029; And (2) Waiving The Competitive Multiple Step Solicitation Process And The Local/Small Local Business Enterprise Requirements
Please check the Mountain View city and their experience with similar companies. The data was used for surveillance and shared with the federal government without the city knowledge or consent. The Oakland city should assess the benefits versus the risks here. I have been working in privacy for 24 years, and as an industry expert, I can attest that these companies have no guardrails in place to protect the privacy of the city's residents. The regulations around privacy on the federal level are so thin that these companies are NOT obligated to invest in privacy-preserving technologies. I strongly advise against the contracts with ODP and Peregrine.
Why is this council so intent on using technologies like flock and peregrine which increase the wealth and control of the fascist oligarch Epstein class. Both are Palantir-adjacent. This surveillance system is a tool of repression. Many cities are rejecting them after learning how it is used to stalk women, target immigrants, how it is accessed by federal agencies which are trampling civil liberties. Now you're embedding ai in the surveillance system, what could go wrong? AI not only perpetuates racial bias and hallucinates, it wastes energy and water, drives up utility bills for regular consumers, and extracts our data for big tech corporations to profit from. You're inaugurating the dystopia our science fiction warned about. Way to go
