Recommendation: Receive An Informational Report From OPD On OPD's Progress Toward Compliance With The Negotiated Settlement Agreement (NSA) In The Case Of Delphine Allen, Et Al., V. City Of Oakland, Et Al.
I’d like to request that the April 21st Public Safety Committee NSA update include the Independent Monitor’s most recent sustainability report.
There is real good news here. Internal Affairs investigations are being completed much faster, with most minor cases now meeting the 85% timeliness goal and major cases getting close. The Monitor specifically commended OPD’s progress.
This is the first time in years we are seeing consistent, measurable improvement. It doesn’t mean the work is done, but it does show the system is moving in the right direction.
Including this report will give Council and the public a clear and balanced picture of both progress and remaining gaps.
