This bill prevents vehicles involved in illegal dumping from registering if there are outstanding illegal dumping fines. This is another enforcement measure to stop commercial haulers who engage in illegal dumping.

This sounds like a good idea and I support it. I am reading that collection rates on the illegal dumping fines are very low.
