Recommendation: Adopt A Resolution Amending And Restating The Council's Rules Of Procedure In Their Entirety In Order To Add Rule 33 Regarding Hybrid Meetings And Technological Disruptions Thereof
With the adoption of Rule 33, Oakland is formally requiring two-way hybrid meetings to comply with SB 707.
The Police Commission’s current practice of “Zoom for observation only” does not meet that standard.
This is not a matter of preference or staffing. The City’s own rules define hybrid access as two-way participation, with only narrow exceptions that do not apply here.
As written, OPC’s current meeting format is out of alignment with both state law requirements and the City’s adopted meeting procedures.
