    I oppose this ordinance as currently drafted. While I support the city's goal of thoughtful transit-oriented planning, adopting Exclusions 1 and 2 delays SB 79's housing density standards until 2032. (exclusion 3 makes sense)
    These exclusions disproportionately shield high-resource neighborhoods like Rockridge, MacArthur, and Ashby from their fair share of housing growth, while low-income communities along International Boulevard continue to bear the burden.
    Oakland's existing tenant protections (e.g. Just Cause for Eviction and rent stabilization) remain in place under SB 79. More housing near transit reduces displacement pressure, not increases it.

    I urge the Council to reject the first 2 exclusions and allow SB 79 to take effect as written, enabling transit-oriented development that revitalizes commercial corridors, reduces blight, and creates housing where Oakland residents already live and travel.
