4 26-0264 Subject: Terms For An Exclusive Negotiating Agreement

Recommendation: Adopt A Resolution (1) Authorizing The City Administrator To Negotiate Terms For An Exclusive Negotiating Agreement With Costco Wholesale Corporation And Deca Companies, LLC To Develop A Costco Wholesale And Retail General Merchandise Facility In The North Gateway Development Area Of The Former Oakland Army Base And (2) Declaring The Property Exempt Surplus Land
West Oakland citizens deserve to have their voices heard BEFORE the city begins exclusive negotiations with Costco about the North Gateway parcel.
Approving a negotiation now precludes whether or not Oakland citizens and businesses even want a COSTCO; it also further weakens any leverage that Oakland might have in removing two polluting businesses in West Oakland who have prior indicated strong interest in the North Gateway location.1) West Oakland polluter, CASS, has shown strong interest in a move to a portion of the North Gateway site later this decade. Discussions are ongoing
2) Oakland should also reopen discussions with California Waste Solutions to move to a portion of the North Gateway, with a creative eye toward working out a deal that works for all parties.
COSTCO taking over the North Gateway will condemn West Oakland citizens to living with the foregoing polluting businesses and the real harm they cause to our community for many years to come. This would also forestall the promise of converting unused West Oakland industrial space to viable, walkable housing and commercial neighborhoods. What plans are in place now, before any negotiation with COSTCO, to move these companies out of Oakland?
COSTCO will bring 10's of thousands of additional car trips through West Oakland every week, spewing microplastics from tires (tire and road wear particles (TRWPs) are the major source of urban microplastic pollution)
The report reads: "There was no specific public outreach conducted beyond the posting and noticing of this agenda item."
This is outrageous! and an insult to the community.
