Recommendation: Adopt A Resolution Amending And Restating The Council's Rules Of Procedure In Their Entirety In Order To (1) Assure Council Meetings Run In And Orderly And Efficient Manner; (2) Allow For Non-Consent Items To Be Heard Earlier In The Meeting; (3) Create An Additional Presiding Officer Position To Serve As Presiding Officer In The Absence Of The Council President; And (4) Make NonSubstantive Technical Edits
I am disappointed that these procedural changes did not include council and committee tactics and guidance dealing with chaotic groups that monopolize specific agenda items comments. The general public speakers should be heard without the feeling a lack of inclusion and competition from groups whose membership either doesn't live in Oakland or have a vested (resident) interest of the item.
Also not mentioned is improving the orientation process for new and returning council members on conduct and training for chair facilitation of committee, conduct and reports requirement, not based bias but with merit.
Also council members should be elevated as chairs, based on competence and not on desire.
