5 26-0216 Subject: Economic Activation Zones From: Councilmember Brown Recommendation: Adopt The Following Pieces Of Legislation: 1) A Resolution (1) Establishing Economic Activation Zones Under The Town Alive Program To Support Entertainment Zones And Responsible Artificial Intelligence (Ai) Activation Zones In The City Of Oakland, Bringing Innovative Programming To Public And Community Spaces; And (2) Authorizing The City Administrator To Award, Negotiate And Execute A Grant Agreement With Oakland Fund For Public Innovation In An Amount Not To Exceed One Million Dollars ($1,000,000) To Implement The Town Alive Program For A Two-Year Term From November 1, 2025, Through October 31, 2027; And

    The Jack London Improvement District is supportive of this innovative proposal and partnering to support activations in our commercial districts. In partnership with the City, OPD, and community, we create events that celebrate the culture and offerings of our unique place. We look forward to expansion of Town Alive across the city to support districts interested in hosting events, and in support of established anchor events such as Oakland First Fridays, Chinatown's Night Market, and others that create a regional draw to Oakland and elevate Oakland's unique local culture.

    I would like to commend Councilmember's Brown and her office for preparing a well-thought out and much-needed initiative to improve community and economic development in Oakland. I hope that this resolution is passed, and that next year after a successful pilot, that the initiative can be extended to more areas of the city. I think that a successful program will also need to include public safety initiatives, especially for the community events in order to increase community participation in a safe manner. I hope that in the future, such initiatives can also include funding for extra security and/or community ambassadors during the events.
