Recommendation: Receive An Informational Report With A List Of Options To Raise An Additional Ongoing $40 Million In General Purpose Fund Revenues Via An Ordinance To Adopt Or Increase A Tax Effective July 1, 2026, To Provide Ongoing Resources For Public Safety Services And To Maintain Key Equipment, IT Systems, And 911 Investments
The city of Oakland should also consider a Transportation Network Company User Tax (TNC), which would tax the users of Uber, Lyft, and other transportation network companies. Berkeley currently has such a tax. San Francisco passed Measure L in 2024, but Measure M overrode Measure L.
Former CM Kaplan has introduced a TNC tax many times, which can be used as a starting point for an Oakland TNC tax.
