    The OPD has been under oversight for 20 years. Based on the amount of money we are talking here, which are in addition to what we already spent, it feels like this has become a bit of a boondoggle. As a result, it is not surprising to me that some individuals and organizations involved want to keep this initiative in place. The total NSA spend is already considerable at a time when the Oakland budget is still seriously constrained. Additional monies should not be awarded.

    The entire approach that we are taking with the NSA is very questionable to me. The current monitor has been in place since 2010 - ie for 15 years. While I understand that such tenure provides historic knowledge, it can also lead to calcification in thinking. At the very least, the City should be considering replacing the current monitor to introduce new thinking and to avoid any potential bias that may be present. After this much time, it is extremely difficult for anyone to avoid having a strong point of view. New thinking would benefit everyone.

    The OPD is severely understaffed. We lose several officers every month. One of the reasons is the current oversight culture constrains officers, increases stress, and limits their ability to do their jobs without fear. Other reasons are workload and low morale, which are both exacerbated by the NSA process. It is time to reconsider whether the NSA should continue. If it is still required after 20 years, there is likely something wrong with it's current form.
