    Neutral to most of this, but curious as to the need to create another title of Council Vice-President when you have a Council President Pro-Tempore (Charter Article II, Sec 208). Rule 6 of 2024 Council Rules of Procedure (ROP) describes the role of the Council Pro-Tempore: The Council, by resolution, shall elect a Councilmember to serve as "President Pro-tempore" in accordance with Charter section 208. In the absence or unavailability of the President of the Council, the President Pro-tempore shall perform the duties of the President of the Council. It is understood that the Chair of each standing committee also serves as presiding officer of each committee. It's not explicitly stated in ROP, something you may want to amend so that it becomes explicit. However, creating another council leadership position just so they can serve as another presiding officer seems unnecessary. Unless, has there been more than one instance when the Council President AND the Pro-tempore have been absent?
