5 25-0800 Subject: Adopting The Biennial Budget For Fiscal Years 2025-27 From: Finance Department Recommendation: Adopt A Resolution: (1) Adopting The Biennial Budget For Fiscal Years 2025-27 And Appropriating Funds To Cover Expenditures Approved By Said Budget; (2) Authorizing The City Administrator To Transfer Funds Between Departments, Programs And Funds As Necessary To Support Operations As Set Forth In The Adopted Policy Budget For Fiscal Year 2025-27; (3) Authorizing The Establishment Of The Right Of Way Repair And Maintenance Fund And Such Funds Needed To Support The Issuance Of Bonded Indebtedness During The 2025-27 Biennium; (4) Taking All Steps Necessary To Apply For And Receive Additional Funds Required To Advance And Complete The Projects Identified In The Capital Improvement Program And Accept And Appropriate Any Additional Funds Provided That Such Acceptance Is Consistent With And Does Not Otherwise Negatively Impact The City's Capital Improvement Program; (5) Declaring A State Of Extreme Fiscal Necessity And The Existence Of A Severe And Unanticipated Financial Event; (6) Suspending For Fiscal Years 2025-2027 The Charter Mandated Minimum Staffing Budget Set Asides For The Office Of The City Auditor; (7) Suspending For Fiscal Years 2025-2027 The Charter Mandated Minimum Staffing Budget Set Asides For The Public Ethic Commission; And (8) Suspending The Minimum Budget Set Asides For The Democracy Dollars Fund And For Non-Staff Costs Related To The Public Ethics Commission's Administration Of The Oakland Fair Elections Act's Democracy Dollars Program

    My name is Kevin Mulvey, a resident of District One. I am also a member of the Trees For Oakland Advisory Board and Co-Chair of the Oakland Urban Forestry Forum. I have been actively involved in volunteer tree planting around Oakland for more than 10 years. We have planted more than 1,500 trees in our city, most especially in the low urban canopy areas in our flatlands. Oakland's tree services staff was gutted over a decade ago and has never been restored. The small staff that remains at present is effectively on life support. The proposed further cuts in the draft budget would send this vital resource past the point of no return into non-viability. I therefore strongly support the restoration of positions and funding for critical trees services positions, per amendments that may be offered by CMs Ramachandran, Unger, Wang and Brown. Specifically I strongly support restoration and funding for the following critical positions, to protect and promote out urban forest:

    Parks & Open Space
    We are prioritizing critical maintenance work in our parks and public rights of way by re-instating
    the Tree Services Division and supporting relevant programs:
    1. 2. 3. 4. 5. Restoring two (2) Tree Trimmer Crew Leaders
    Restoring two (2) Tree Trimmers
    Restoring one (1) Administrative Assistant for Tree Services
    Adding $650,000 for tree clearing and bathroom cleaning blitz during peak usage periods
    Adding one (1) Parks Equipment Operator
    6. Adding one (1) Gardener

    My name is Alba Hernandez, Organizer with Faith in Action East Bay. It is imperative that we continue to fully fund the Ceasefire Strategy. It is a proven strategy that continues to save lives. We are the model for other cities across the country and should not be neglected or Replaced because of personal interests. Life coaches are essential to the success of the strategy. Without them the strategy is not complete. They provide the support with resources and guidance that contributes to our highest at risk to stay alive. We have to keep Ceasefire Alive!
    Illegal dumping profoundly affects the residents of Oakland. Not only are the piles of trash a health hazard, but residents have to risk life and limb walking in the street to avoid piles of trash on the sidewalk. Reducing the number of EEOs and cleanup crews will be an open invitation to those who dump and will bring more crime to our city. Fully funding the efforts against illegal dumping is essential for the survival of our city.
    Thank you for your leadership and for prioritizing life-saving strategies in Oakland.
