Good afternoon, councilmembers. My name is Avni Desai and I represent Christian Church Homes (CCH). We are a non-profit affordable housing developer with 10 communities in Oakland and over 1000 extremely low-income seniors as your constituents who call Oakland a home. The impact fee supports the development of more deeply affordable housing for low-income households. Developers should not be able to avoid paying impact fees that would assist the development of very low and extremely low income housing by providing housing that is equal to or more expensive than market-rate housing and far out of reach of those who have the most pressing housing needs. Additionally, we support our colleagues at the East Bay Housing Organizations (EBHO) in their advocacy for procedural changes. Thank you!
