3 25-0285 Subject: Measure KK Status And Expenditures Report Fiscal Year 2023-24
From: Finance Department
Recommendation: Receive An Informational Report On The Status Of Measure KK Projects And Expenditures For Fiscal Year Ending June 30, 2024
I am writing to urge council to support scheduling Measure U bond sales for no later than June 2025.
Paving and street safety programs are critical to reducing traffic injuries and fatalities in Oakland, which cost the city in settlements and emergency response while having immeasurable costs to the families of victims. Selling Measure U bonds is the primary funding vehicle for OakDOT to pave and implement these street safety programs, and when we delay in selling these bonds, property tax revenue that we are already collecting will not go as far due to the rise of construction costs over time. Now is the time to sell Measure U bonds, leverage grant money that we get with matching funds from Measure U, and improve street safety!
As someone who does not own a car and relies on bicycle for commuting, running errands, and meeting with other members of the community, I need well paved roads and infrastructure protecting me from traffic to ensure I can get to my destinations safely. Last year's record setting paving by OakDOT made so many of my routes easier for me to traverse - let's build on that work and continue to make our streets safer for folks across the town.
Please schedule the Measure U bond sales for no later than June 2025. Measure U was supported by over 75% of voters. We are paying our taxes, and we want to see the Measure U funds put to use without delay.
Oakland has a severe street safety crisis, with over 30 deaths a year due to traffic violence. Delaying Measure U funded street safety improvements will directly cause more deaths, and lead to increased costs due to cash settlements and rising construction costs. Street safety can not wait.
As a concerned member of Oakland for over 24 years, I believe that one of the number issues for our beautiful city is paving and street safety. I request that you set a date for Measure U bond sales by June 2025 or earlier so that OakDOT can move forward as quickly as possible with its paving and street safety projects. Not taking action and using this funds ultimately costs our city more money and we know this safety measures work to prevent more traffic deaths and injuries.
