    Hello, my name is Tess Gibbs. I am a housing advocate with the East Bay Community Law Center. I am speaking in support of the APPROVAL OF THE $1 MILLION OAKLAND HOUSING SECURE CONTRACT. I support this funding because:
    Direct service providers like EBCLC have already delivered on 7 months of this contract — not approving it would be devastating to eviction defense services.

    Homeless prevention services: OHS consistently prioritizes and serves Oaklanders most at risk of homelessness.
    BIPOC Oaklanders experience housing instability at significantly higher rates than White Oaklanders. Black Oaklanders are especially impacted, as can be seen by the fact that the 2024 Point In Time count found that 52.5% of unhoused Oaklanders are Black, vs. 21.8% of the Oakland population. 45% of tenants who receive full representation for evictions and other serious housing challenges are Black.

    Extremely low-income tenants in units that are affordable to them are at very high risk of experiencing homelessness if they are evicted or otherwise forced out of their homes.

    This is an economic justice and racial justice issue. Stand with Black and BIPOC and low-income Oaklanders! They deserve it!
