    Oakland has a serious affordable housing crisis, and one of the obstacles to doing more to address it is the lack of sufficient funding. Now that the Regional Housing Bond is off the table for the time being, we need to maximize our local resources. In particular, OTU strongly support the recommendations to:
    Increase the percentage of affordable units that must be provided on site in lieu of paying the fee, to the levels recommended by EBHO.
    Do not exempt small single family homes and 2–4 unit buildings. All new housing should be subject to the fee.
    Eliminate the fee zones — they have not made a difference in where housing gets built.
