    I am writing as Action Committee Chair for the League of Women Voters to request a continuance of this item until staff is able to respond to directions from Council to provide more information from other jurisdictions on the definitions of "adverse fiscal conditions," "extreme fiscal necessity" and "fiscal crisis/emergency." We also request more information on practices from other jurisdictions regarding maintenance of effort clauses in ballot measures and how these are interpreted in practice. Additionally, we request further consideration of Section 2 A iii on Non-bond Ballot Measures. In particular, we would appreciate some consideration whether strict adherence to this policy discourage or disqualify any ballot measures such as those that established or strengthened the Public Ethics Commission, the Police Commission or that attempt to adequately fund departments such as the Auditor's Office? Finally, we request that the red line version of the legislation be provided as was discussed when this item was previously considered.

    The Council directed staff to return the CFP in a red-line version for review. They also directed: 1. Best Practices from other cities re: CFP's, 2. Definitions of Terms from other cities specifically for Adverse Fiscal Conditions, Extreme Fiscal Necessity, and Fiscal Crisis or Fiscal Emergency, 3. Best practices and definitions of term Maintenance of Efforts and supplemental information to questions provided by the Committee. NONE of these items are in the supplemental report. Please continue this item until a time that the full information is provided and the Red-Lined version of the proposed changes are included.
