As President of the League of Women Voters of Oakland, I have written a letter to Council Members and the City Administrator asking them to revise the definition of "extreme fiscal necessity" in the proposed Consolidated Fiscal Policy of 2024 to achieve more clarity and precision. The League is very concerned that the first three of the four markers lack criteria such as dollar amounts or percentage amounts to provide objectivity and that the third relies on a perception of expenses “dramatically” outpacing revenue without specifying objective criteria for how such a conclusion would be reached.
