The Oak Knoll development violated the mitigation measures for Oakland star tulip. The EIR required at least 50 percent of the 723 plants be salvaged and placed "in an area designated for open space preservation." The report on the failure is at: https://oaklandca.nextrequest.com/documents/29822329?token=12008f5e747f87af4bde2a7e455c2ab7
There is no conservation easement to protect the relocated plants and the last survey showed only 31 had survived being moved. This makes the mitigation measure unfeasible, even thought the FEIR claimed it was feasible. There should be no approvals until there is the mitigation for impacts to Oakland star tulip.
