Recommendation: Adopt A Resolution Awarding A Grant Agreement To Centro Legal De La Raza, Inc. For An Amount Not To Exceed One Million Dollars ($1,000,000) To Provide Tenant Legal Services And Eviction Protection
OHS is a collaborative effort among EBCLC, EDC, APILO, The Unity Council, & Centro Legal working together as partners with deep Oakland roots to ensure that our services target those most at risk of displacement in Oakland, to keep them in their homes and off the streets. The courts are flooded with an unprecedented eviction wave, anywhere between 50-80 weekly eviction lawsuits. We are now seeing and feeling the massive and disproportionate impact of the lifting of the Oakland Eviction moratorium just over 3 months ago. We have been seeing upwards of 20 tenant families checking in weekly with our organizations desperately seeking legal assistance at their settlement conferences in a last attempt to stabilize their housing. The OHS fund has been a key part in keeping Oaklanders safely and stably housed, many of whom are low income, Black and brown folks who are still struggling to recover from the financial impacts of the pandemic. OHS funds 5 attorneys, a financial assistance coordinator, and support staff to serve approximately 300 Oaklanders per year. 96% of tenants who received legal representation funded in part by OHS had a successful resolution to their case – meaning they stayed housed or received time/benefits to help with a sustainable move. This is the kind of flexible one time emergency financial assistance that attorneys utilize to ensure better outcomes for tenants and achieve long-lasting housing stability.
