Recommendation: Conduct A Public Hearing And Upon Conclusion Adopt The Following Pieces Of Legislation:
1) A Resolution (A) Certifying The Environmental Impact Report For Phase 1 Of The City Of Oakland 2045 General Plan Update And Making Related California Environmental Quality Act Findings; And (B) Adopting An Amendment To The Safety Element Of The City Of Oakland General Plan; And (C) Adopting The Environmental Justice Element As A New Element Of The City Of Oakland General Plan; And (D) Adopting Conforming Amendments To The Land Use And Transportation Element Of The City Of Oakland General Plan, Including General Plan Map Amendments, As Part Of Implementation Of The Recently Adopted 2023-2031 Housing Element; And

Oakland Climate Action Coalition with Greenlining Institute calls for the following 4 priorities to be included in the final EJ Element of the General Plan Update.
1. Change the implementation timeframes for Actions EJ-A.33 through EJ-A.35 from “long” (which the General Plan team defined as meaning the action will start in 10+ years) to “short” (which means it will start in 0-5 years). [pg. 12]. Community engagement infrastructure actions & meaningful decision-making by those at the frontlines of environmental & climate injustice are essential & must begin immediately.
2. Establish a paid community advisory & oversight committee to support an equitable and community-driven implementation of Oakland’s Environmental Justice Element and overall General Plan. [pg. 18]. Deeply Rooted’s Equity Working Group provides a turnkey structure for this.
3. Prioritize & plan for funding implementation by identifying potential funding sources for each EJ Element Action.
Oakland’s current Housing Element sets a precedent for this recommendation.
4. Strengthen implementation & accountability to the Oakland community: include a detailed overview of the EJ Element’s Implementation Plan in Section 9.1 & develop a workflow to facilitate stronger interdepartmental coordination & accountability among lead departments for General Plan implementation. You can find Oakland Climate Action Coalition's proposal for an overview and workflow on pg. 6 of our (with Greenlining Institute's) comment letter.
I would like to cede time to Christopher Buckley of Oakland Heritage Alliance, unless he is unavailable (after 6:30 pm) in which case I would like to speak. Two other people are ceding time: Mary Harper and Ann Killebrew.
I am suggesting a quick read of the San Francisco Foundation’s “Improving the Effectiveness of Project Labor Agreements” December 20220 report.
I question the CEDA committee amendment recommendations for …”100 Residential Units or Over 100,000 Sq/Ft of Industrial/Commercial” requiring developers to report, when any for this and similar request for information from Unions has been requested by previous council met with an eerie “crickets” silence.
Why shouldn’t the Union provide this information and any recruitment or pre-apprentice efforts the unions have employed.
Usually, they cite their Oakland resident membership numbers without any valid or supporting documentation, while our residents face the barriers to prevent local hire. Thus, ensuring out of own (county) workers are brought in to work under the union umbrella.
For this reason, I opposed this amendment unless the Unions are also willing to provide their information, including their local pre apprenticeship program recruitment records which would create a “check & balance” system.
I also question whether these amendments (this Item) require dissemination to the public for review/comments, coming back to the council at a later date.
