Recommendation: Adopt A Resolution (1) Authorizing The City Administrator To Accept And Appropriate Grant Funds In An Amount Not To Exceed Three Hundred Thirty-One Thousand Three Hundred Eighty-Seven Dollars ($331,387) From The U.S. Department Of Justice, Office Of Justice Programs, Bureau Of Justice Assistance For Implementation Of The FY (Fiscal Year) 2023 DNA Capacity Enhancement For Backlog Reduction (CEBR) Program For The Oakland Police Department (OPD); And
(2) Waiving The City's Advertising And Competitive Bidding Requirements For And Authorizing The Purchases Of The Following DNA Typing Supplies And Equipment: (A) Qiagen For Sixty-Three Thousand Two Hundred Dollars ($63,200), (B) Promega For One Hundred Thirty-Three Thousand Four Hundred Seventy-Four Dollars ($133,474), (C) Thermo Fisher Scientific/Life Technologies For Thirty-Eight Thousand Two Hundred Eighteen Dollars ($38,218), (D) NicheVision For Thirty-One Thousand Five Hundred Ninety-Three Dollars ($31,593), And (E) Hamilton Or Promega For Fifty-Five Thousand Dollars ($55,000)
Why is the City's advertising and competitive bidding process being waived? Could we get a better deal on the needed items? Does waiving the process allow for enough financial oversight?
I'd like to know more about the OPD DNA Backlog. Are there any reporting requirements for this grant? Does their backlog continue to grow each year or does it remain at the same level? How many technicians are there? What is the rate of attrition in this department? I understand they have received this grant each of the past 17 years--how has this unit changed over the years?
