Recommendation: Adopt An Ordinance: (A) Authorizing The City Administrator To Negotiate And Execute: (1) A 50-Year Joint Occupancy And Lease Agreement With Oakland Unified School District For Property Located At 86 Echo Avenue, With Two 5-Year Administrative Options To Extend And Rent Of $4,000 Per Month Increasing 10 Percent Every 5 Years During The Term For Constructing And Operating A Public Library, Subject To Appropriation Of Funds Necessary For Construction; And (2) A Joint Use Cooperative Agreement With The District For The New Library; And (3) An Extension Of The Existing Joint-Use Lease Agreement With The District For The Existing Piedmont Avenue Branch Library Located At 80 Echo Avenue Until Completion Of The New Library; And (B) Adopting California Environmental Quality Act Findings
The attachment is the 2004 lease for the 81st Ave Branch library, and not the proposed lease for the Piedmont Ave branch library. Therefore, this item must be pulled from the agenda as the lease does not meet the minimum legal time period for public review.
I am a longtime library user and supporter of the effort to gain a larger building for this branch to serve the community and school. Friends of the Piedmont Avenue Library sent an information packet to all Councilmembers on 10/20 ( viewable at bit.ly/3ThVUTh ). Also note that 12 support comments were made for this item on the10/24 Life Enrichment Committee agenda that was cancelled ( still viewable at bit.ly/3MKzIi9 ) and many more supporters reported that they were unable to comment because the SpeakUp application refused to let them create an account or log in with a previous email.
