Recommendation: Adopt A Resolution On The City Council's Own Motion Submitting To The Voters For The November 8, 2022, General Municipal Election A Measure Entitled, "Establishing Term Limits For The City Council" That Would Amend The City Charter To:
(1) Limit Councilmembers To Three Consecutive Four-Year Terms As A District Councilmember And Three Consecutive Four-Year Terms As An At-Large Councilmember; And
(2) Directing The City Clerk To Fix The Date For Submission Of Arguments And Provide For Notice And Publication, And Take Any And All Actions Necessary Under Law To Prepare For And Conduct The November 8, 2022, General Municipal Election
Please put END on the ballot, this is what the people wanted when they voted to pass Measure Z which legalized marijuana 18 years ago and the measure fell short of giving the Cannabis Regulatory Commission the power to invest the cannabis money in the communities harmed by the drug war. The Emerald New Deal will amend the city charter to make that possible. The time is now to tend to this harm and use cannabis business tax revenues to restore our communities. City Council put END on the Nov ballot and let Oakland residents vote on it.
Councilperson Taylor's proposal is direct and not bound to other provisions that have nothing to do with term limits, much preferable to the complex and involved alternate term limit proposal.
