Recommendation: Conduct A Public Hearing And upon Conclusion Adopt One Of The Following Three Options:
1) A Resolution Denying The Appeal By East Bay Residents For Responsible Development And Thus Upholding The Planning Commission's Environmental Determination And Approval Of A Proposal To Construct 222 Dwelling Units On The Existing Vacant Lot Located At 1396 5th
Street, Oakland Ca (Project Case No. PLN20-101; Or
At great expense and efforts, the developer has taken steps typically conducted after the entitlement and prior to project construction start, which is beyond of what is mandated of a developer at this juncture. Time has put this project in jeopardy as construction costs continue to rise and the capital markets continue to face economic uncertainty
With oversight of the ACDEH, a phase 2 environmental site analysis was conducted, and a City’s consultant, Urban Planning Partners Inc. conducted an additional hazardous materials investigation, even though outside the typical order of operations for development of a project tiering off a specific plan Environmental Impact Report.
The result, the ACDEH has issued a conditional approval of the Project’s Voluntary Remediation Action Agreement
Let end these shameful practices employed to twist the California Environmental Quality Act to leverage developments and extort the builder.
I implore you to deny this appeal and let this project move forward based upon the unanimous approval by the Oakland Planning Commission. Thank you.
Oakland needs this development, it would be a huge improvement to the areas development and community! I live in the Prescott neighborhood and am a firm believer this is a an extremely beneficial project that will help with local business and housing as well as make the area safer and cleaner overall.
I live roughly 2 blocks from this proposed effort and strongly support this resolution. With a serious housing crisis hurting the entire region, we need to move thoughtful development by public transit NOW.
I'm a D3 resident living a few blocks from this site. The project has already been approved by the Planning Commission, with a remediation plan. Let's deny the appeal, uphold the already approved project, and see a couple hundred new homes for people near tranist.
In addition to our housing crisis, after increased traffic violence across Oakland, it's a no-brainer to add transit oriented homes that won't add very much car traffic. During a week of crushing heat waves, it's impossible to deny the man-made climate crisis and the need to build dense places to live in cities and reverse the trend of car-dependent sprawl.
Please deny the appeal and approve the Golden West project.

Councilmembers, once again you are faced with a decision on the Golden West project that will provide for much needed housing including 16 very low-income units. The decision is simple - Deny the appeal and allow this project to move forward. The Wood Street Community Action Group overwhelmingly supports this project and we implore you to vote to deny this appeal. And as a 13 resident of Prescott/West Oakland and seeing the need for housing in our neighborhood everyday, the time could not be more critical to support this project,
High density housing near West Oakland BART where a parking lot stands is a no-brainer. As a resident and home owner in West Oakland, I urge you to let this much needed housing proceed.
Yes to this development 100%, I live, and own a home a few blocks away. Time to allow this project to green-light and be built!
Right now it is an area of blight, trash, major homeless encampment and non-functional space. The way it is now is not good for the community and unsafe.
