Recommendation: Adopt A Resolution (1) Declaring A Portion Of The 12th Street Remainder Parcel, Located At East 12th Street And 2nd Avenue (Property) As Exempt Surplus Land Under The State Surplus Land Act Meeting The Criteria Under Government Code Section 54221(F)(1)(A); (2) Waiving The Competitive Process For Disposition Of Property For Development; And (3) Authorizing The City Administrator To Negotiate And Enter Into An Exclusive Negotiation Agreement With East Bay Asian Local Development Corporation, And/Or An Affiliated Entity For Twelve Months With One Additional Six-Month Administrative Extension, For The Potential Lease Disposition And Development Of A Portion Of The Property And Development Of An Affordable Housing Project, Subject To The Completion Of A California Environmental Quality Act Determination
I am a 24-year resident of Lake Merritt and live in D2. EBALDC is a trusted affordable housing developer with nearly 50 years of experience building in the East Bay. The E 12th parcel would provide 91 new units of 100% affordable housing to the residents in the heart of the city. It is near BART, has multiple AC Transit lines, and would serve low-income folks in the exact capacity that Oakland needs. We have $21 million that will be returned to that state if this project is not approved. EBALDC needs this ENA over Parcel 1, so we can get this crucial housing built in Oakland. I strongly urge the City Council to approve this long-awaited project.
