From: Finance Department
Recommendation: Adopt A Resolution: (1) Adopting The Midcycle Budget For Fiscal Year 2022-23 And Appropriating Funds To Cover Expenditures Approved By Said Budget; And (2) Authorizing The City Administrator To Transfer Funds Between Departments, Programs And Funds As Necessary To Support Departmental Operations And Reorganization As Set Forth In The Adopted Midcycle Budget For Fiscal Years 2022-23
EBASE stands with our partners in Oakland Progressive Alliance in support of the Bas-Fife Budget Amendments that ReInvest in working families and Black, Brown and Indigenous communities of color impacted by long standing inequity and disinvestment–especially during the Pandemic. We are calling on the Council to vote for budget adjustments that: ReInvest in legal protections and eviction defense for renters; Increasing & expanding MACRO; Increasing resources fo youth, including expanding the Summer Foods Program; Supporting Frontline, city workers by filling vacant positions. We urge that ANY new funds coming from the State are brought to City Council before they are spent to support a fair and transparent public process .
The pandemic is not over. Inflation is rising and moratoriums put in place to protect renters from eviction are under attack. It’s important the City use all of its resources to focus on expanding programs that protect renters, create shelter for the unhoused, expand approaches to community safety, invest in frontline workers and maintain vital city services
As a 23 year resident living near Lake Merritt I want to voice my support for the budget allocations to keep the Lake safe and healthy for everyone - families, children, bird-lovers, nature enthusiasts, and visitors. For the past four years we've had numerous issues that have made the park less safe for visitors and the community. The funds that CP Bas has allocated to the Lake will support proven practices that have improved the situation. I urge the City Council to vote to approve those allocations for 2022, that Joe DeVries and the city's Lake Merritt Working Group also support.
We need to keep investing in our community needs like housing, homelessness services, arts and culture and climate resiliency. I support the amendments and investments reflected in CM Bas, Kaplan, Kalb and Thao's budget priorities. Please ensure the investments to Wilma Chan Park, Climate Resiliency, Housing Department, Tenant Services, Homelessness services and expanding safe RV sites, MACRO as well as arts and culture.
In review of the proposed police departments budget, I found it to be displeasing. The positions they are requesting were funded in the voted upon budget. The mayor, administrator and police chief have not filled these positions. These are the same requests they made before. What have they been doing with the monies allotted to their department? Street officers are continually blaming the city council for not having full force. Officers making excuses for not doing the jobs professionally. NO - do not give them any more money! Make it performance based. Need transparency from a department that has operated in the dark for ages!
