Recommendation: Receive An Informational Report On The Emerald New Deal Healing And Reparations Fund Proposed To (A) Establish The "Emerald New Deal Fund", A Fund Of The City Of Oakland, To Provide Community And Economic Development Services And/Or Programs That Address The Racially Inequitable Impacts Of The War On Drugs On Individuals, Families, And Communities In Our City; (B) Deposit The Revenue Of The Cannabis Business Tax Into The Hereby Established "Emerald New Deal Fund"; And (C) Establish An "Emerald New Deal Fund Oversight Commission" As A Commission Of The City Of Oakland To Recommend Strategic Investments Of The Emerald New Deal Fund; On The May 24, 2022 Special Community And Economic Development Committee Agenda
I’m a youth educator and organizer residing in District 3. I am asking the committee to support the Emerald New Deal by moving it to the Community and Economic Development Committee, so it can begin the process to get on the November ballot.
While working with various youth for over 2 decades I have witnessed the impact that the war on drugs has had on children and families that were already struggling in marginalized communities.I support the Emerald New Deal because it is a path towards a more equitable Oakland by providing opportunities to support the individuals, families, and communities that have suffered the most under the War on Drugs. I am asking the committee to support this path towards equity and to stand with Oakland communities by helping the Emerald new Deal get to the November ballot.
I urge the Rules Committee and the full City Council to support the proposed Emerald New Deal which will create a reparations fund from revenue collected on Cannabis business taxes. The Fund will re-distribute funds back into programs and into the communities that were victimized and affected by the War on Drugs. An Emerald New Deal Planning and Oversight Committee would be created to oversee the development, implementation, and distribution of the funds to specific social, economic, and racial equity programs through a Strategic Investment Plan. As the City of Oakland continues to struggle with providing much needed services to its most impacted residents, the Emerald New Deal Fund would re-direct the tax revenue to focus on these areas: Re-Entry Support Services
