Recommendation: Adopt A Resolution Directing The City Administrator To Study The Feasibility Of Establishing A Temporary Homeless Intervention Site, To House At Least 1,000 Individuals, At The North Gateway Parcel Located At The Former Oakland Army Base; Including A Fiscal Analysis, Environmental Assessment, Associated Timelines For Standing Up The Site; And Directing The City Administrator To Collaborate With The Appropriate State Agencies And Representatives To Meet Regulatory Standards And Secure The Necessary Funds For The Development Of The Site And Report Back To Council With A Written Report And Recommendations No Later Than The First Council Meeting In June 2022
The council’s “declaration of a local emergency due to the existence of the City’s homelessness crisis” cited every council meeting warrants the passage of item 8.
The current purchases and development of boutique homeless site solutions is not sustainable or keeping pace serving the number of new people going homeless.
Allowing interim use of the Northgate site is appropriate for this homeless crisis/emergency .
We are unconvinced of CWS decade old commitment to relocate which we find incredulous and we don’t anticipate that development and relocation during this interim use period. The current status of the permitting process to develop and relocate is unknown. The site is currently unutilized.
Using this site has been on the books since 2018, it’s not new. What is new is the possibility that this could become a reality and help so many unsheltered persons, being centrally located to provide necessary services and pathways to housing.
I support the passage of this resolution directing the City Administrator to study the feasibility of establishing a temporary homeless intervention site at the North Gateway parcel and report back with recommendations no later than the first council meeting in June 2022.
I strongly support Item 8: Homeless Intervention at The North Gateway Parcel. The City Council approved a resolution in 2020 to help house our neighbors and this parcel has sat unused since then. This is an opportunity to house what is estimated to be 25% of our 4,000 houseless neighbors in Oakland. They deserve access to clean, truly affordable housing and this would be an important move in the right direction. I thank Councilmember Fife for her continued work to provide housing to our neighbors like this and hope to see other Councilmembers show their unwavering support of this resolution.
I strongly support this intervention, which has been a long time coming. Please ensure that the June 2022 deadline is followed to avoid dragging this on any longer.

I and the members of the Wood Street Community Action Group live in the Prescott neighborhood, we are surrounded by some of the most horrifying homeless encampments and dumping sites that are rife with dumping, rats, disease and illegal activity and Oakland does little to nothing to rectify this situation and continues to allow fellow citizens to live in these conditions. In October 2020, City Council approved Resolution No. 88341 C.M.S., adopting the Encampment Management Policy and as part of this legislation, Council gave direction to staff to immediately work to establish the currently unused acreage of the Army Base Site as a place for homeless residents living in highly sensitive areas of District 3. The Army Base site is the perfect solution for the homeless crisis that plagues West Oakland, the Prescott and specifically the Wood Street corridor from 17th Street to Emeryville.

Strong support! The North Gateway parcel is sitting empty while parcels that unhoused people live on are waiting for them to be moved to be developed, even some for affordable housing. This project will help clean up our streets and bring unhoused together to enable the city to more easily provide the services to help unhoused find the solutions they need.
