3.18 22-0259 Subject: 2022-2023 Go-Biz Grant For Cannabis Equity Program And Proposition 64 Grant From: Economic And Workforce Development Department Recommendation: Adopt The Following Pieces Of Legislation: 1) A Resolution Authorizing The City Administrator To: (1) Apply For And Accept Five?Million?Four Hundred And Thirty Five Thousand One Hundred And Forty Dollars And Eighty-Two Cents ($5,435,140.82) In State Of California, Governor's Office Of Business And Economic Development (Go-Biz) Equity Act Grant Funds; (2) Appropriate The Go-Biz Grant Funds By: (A) Providing Grants And/Or No-Interest Loans In An Amount Not To Exceed Two-Hundred And Fifty Thousand Dollars ($250,000) Per Grant Or Loan For Cannabis Equity Applicants And Licensees, To Be Determined And Without Return To Council, For?Businesses' Start-Up And Ongoing Costs In A Cumulative Amount Not To Exceed Two-Million Four Hundred And Twenty-Eight Thousand Nine Hundred And Fifty-Three Dollars And Ten Cents ($2,428,953.10); And (B)? Providing No-Interest Loans To Cannabis Equity Applicants And Licensees To Fund The Purchase Of Real Property For Use By Multiple Equity Applicants In An Amount Not To Exceed Two-Million Two Hundred And Fifty Thousand Dollars ($2,250,000); And (C) Funding Technical Assistance To Cannabis Equity Applicants And Licensees Through Shared-Use Manufacturing Facilities And Workforce Development Programs In An Amount Not To Exceed Five-Hundred And Forty-Three Thousand, Two Hundred And Seventy-Two Dollars And Thirty-Six Cents ($543,272.36); And (D) Funding Administration Of The City's Cannabis Equity Program In An Amount Not To Exceed Two Hundred And Twelve Thousand, Nine Hundred And Fifteen Dollars And Thirty-Six Cents ($212,915.36); And
