Recommendation: Adopt An Ordinance Amending The Oakland Municipal Code To Add Chapter 10.73 To Title 10, Vehicles And Traffic, To Establish Requirements For The Parking Of Oversized Vehicles On Certain Narrow Streets And Making Appropriate Findings Under The California Environmental Quality Act (CEQA)
RVs in West Oakland are a big problem. Some dump sewer in our storm drains and are a magnet for or cause of dumping. In some instances (like the RVs near Rimaldi Park and Willie Keyes Rec Center) they are used for drug sales and prostitution. All in front of our kids.
City of Oakland should provide safe spaces for RVs. However, they need to be properly managed to prevent fires (like we experience at the Wood Street RVs).
As a constituent of yours who has lived in RVs in our great city I am urging the council to not pass this amendment, as it seeks to further criminalize low income people living in RVs and vehicles. The city already has a bad track record when it comes to towing vehicles that unhoused people live in and the material effect of this is devastating and plunges people further into poverty. Most people living in vehicles cannot afford to pay tickets and fines. I encourage the city council to open more safe parking sites instead of further criminalizing those of us who reside in vehicles. Please do not pass this ordinance!
