Recommendation: Adopt A Resolution:
1. Awarding A Grant In The Amount Of One Million Dollars ($1,000,000,000) To Lao Family Community Development Inc. For The Provision Of Temporary Housing And Support Services To Assist Homeless Residents In Finding Permanent Affordable Housing And Achieve Long-Term Financial Security;
2. Waiving Competitive Bidding And Authorizing The City Administrator To Amend The Construction Contract With Sustainable Urban Neighborhoods To Increase The Amount By Three Hundred Thirty Thousand Dollars ($330,000) For Installation Of Utilities At The East 12th Street/2nd Avenue And 3rd Street/Peralta Street Pallet-Shelter Sites;
3. Allocating One Hundred Thousand Dollars ($100,000) To Be Used As Contingency Funds For Payment Of Utility Cost At The East 12th Street/2nd Avenue And 3rd Street/Peralta Street Pallet-Shelter Sites; And
4. Directing The City Administrator To Prioritize Individuals Who Were Oakland Residents Prior To Becoming Homeless For The Purpose Of Providing Homeless Interventions

Will the Lao Family origination assist and do outreach to people of all ethnicities????How is the monies divided amongst the other projects or is all the moneys distributed by one agency????
I support Councilmember Bas’s resolution to grant money toward housing the homeless always. This is just the smart thing to do considering how much it costs the community otherwise when we leave houseless people abandoned on the streets. We face crime, drug abuse, prison time, littering, and all around emotional tolls which costs much much more to right-side. I will always be for solutions like this that put people immediately on a path toward empowerment, self-reliance, and dignity. We all stand to gain.
I think Oakland needs to stop burning our tax dollars and funding the criminal enterprise of the E12th Homeless Encampment. The more money that is put into this problem resulted in more homeless as seen in the last decade. BACS which is run by Jamie Almanza is worth millions personally, and her BACS "non-profit" places the homeless in rat, mold infested garages, and pays slumlords thousands to "hide the homeless." Her "non-profit" made her the millionaire she is today. From a small non-profit starting grants at $500K to $23 million in a matter of years...if her programs were so great, how come more homeless show up over the years? They don't come from thin air...There should more more law enforcement enforcing the law against criminal activity especially in the encampments. Public land belongs to the public, not certain individuals, and everyone should be held to the SAME standards. NO LITTERING, NO ILLEGAL DUMPING, NO DRUGS in PUBLIC, abide by PARKING LAWS; no parking over 72 hours, NO CAMPING. etc. $1million dollars is a lot of money to burn on 50 individuals...which most likely are not contributing citizens of Oakland. Oakland needs to disincentivize lifestyle choice of homelessness. Why does Oakland need to house most of the USA's homeless? There should be limitations on who can get benefits from our tax dollars, it should not be a free for all....which ATTRACTS the homeless to COME to Oakland to BE HOMELESS.
I am a homeowner in San Antonio and I regularly passes by the encampment on e 12th Ave. In any city response to issues of pour houseless neighbors, the neighborhood’s safety, the dignity and needs of unsheltered residents, and the livelihoods of nearby small businesses must all be protected. As such, I support Councilmember Bas' legislation to partner with Lao Family Community Development Inc/ to house residents of the encampment at their CARE Campus in East Oakland.
