Recommendation: Adopt A Resolution Amending Resolution No. 87795 C.M.S. To Authorize An Amendment To The Exclusive Negotiation Agreement (ENA) With Midpen Housing Corporation And Habitat For Humanity East Bay/Silicon Valley, Inc., For The Development Of Affordable Housing At The City-Owned Real Property Located At 1707 Wood Street, To Extend The Term By Eighteen Months, With Two Administrative Options To Extend The Term An Additional Six Months And Up To Eighteen Months
My name is Marcus Johnson, Chair of the Prescott Neighborhood Council and I ask that you approve item 2. 21 ENA extension.
In 2007 the Prescott Neighborhood Council was part of the coalition that supported the City’s purchase of 1707 wood street for family housing.
At that time, we saw the positive tangibles for our Prescott neighborhood.
Some of those tangibles include toxic site remediation, households with children, reduction of homelessness, prevention of homelessness, an increase in our neighborhood school attendance, increase of registered voters…
The Prescott Neighborhood Council strongly supports this ENA extension as part of our neighborhood "Housing for All" campaign.

We are in full and complete support of extending the ENA for the MidPen Housing/Habitat for Humanity project at 1707 Wood Street and ask that Council approve this ENA. Please help support West Oakland by preventing further delays to this sorely needed project.

Hello Council Members,
PLEASE APPROVE this ENA extension!
I sat on the review committee for the City’s RFP for development of an affordable housing project on this City owned parcel back in 2018/2019. The committee strongly and unanimously approved MidPen/Habitat as the right partner for the City and for the community. Their proposed approach for a project of 160 units of half ownership/half rental plus full services was refreshing and innovative.
Our community gave full support for choosing this developer team and they were selected by unanimous approval by City Council on July 10, 2019.
The need for the extension is at no fault of the developer and purely due to a series of unfortunate events.
The extension of the ENA is critical to seeing this project come to life.
This project will bring affordable housing to potentially over 500 residents. The benefit to Oakland, our neighborhood and the betterment of our collective society by this project far outweighs the needs and demands of a small number (approximately 20-40ppl) of unhoused who have decided to squat on this land and stop a project of great significance.
Please approve this ENA extension and support all immediate City required actions to enable this developer to get started on much needed affordable housing.
