    We do not want a larger police budget. We can't afford it- the police literally towed my car mid pandemic due to a smog test that had been paid for and given delay due to the pandemic. I was out $900 due to them resuming towing with NO notice. They similary resumed vehiclular ticketing on our block, causing a neighbor's vehicle, that they used to get to their job as an essential worker, to be seized by the city. Yet when my car was stolen, no cops. When I was assaulted on our street? No cops. These leeches are here to take the money of the poor and protect the property of the rich. Put the money in public health or public works programs, giving it to the cops is a waste.

    Big signup bonuses for transfers will attract mercenaries, not good officers.

    Big bonuses will create more problems than they might solve.

    I've never agreed with OPOA president before, but he's absolutely correct when he was quoted in the media as saying:

    "I would worry that somebody who's coming to serve the citizens of Oakland for $50,000 is coming for the wrong reason."

    If the exit interview summary in the agenda attachment is representative of the reasons officers transfer out of OPD, that the number reason is their Chief, then we have to get our Chief coaching and reconciliation work with his officers. We can't afford more police chief turnover. But we can't afford this hemorrhaging of officers who have served most of their careers under the Federal court NSA oversight and then the Police Commission.

    It takes years to turn rookies under the tutelage of experienced officers. We want future cadets to learn from officers who already understand the rules and cultures of our town.

    We need a professional, confidential survey conducted of all OPD staff, not just people who have already transferred out. Then address the issues of what's needed to retain good officers.
