Recommendation: Receive A Bi-Annual Informational Report From The Oakland Police Department (OPD) On Crime Data In The City Of Oakland
The Oakland Police Department crime gun trace reports of 2017, 2018 and 2019 showed that a total of 649 traced crime guns had a short time-to-crime under three years. Investigating the sources of those 649 guns could help reduce gun crime and violence in Oakland.
I'm strenuously asking that this quarterly crime report include OPD's efforts to trace all guns, as well as their efforts to stop the flow of guns into Oakland. Dealers flooding Oakland with guns need to be held accountable so we can trust in the partnership between citizens and police to keep our communities safe from gun violence. We encourage OPD to give us timely, regular, and detailed reports on what they are doing to stop guns coming into our neighborhoods.

Moms Demand Action for Gun Sense in America works in all aspects of gun violence prevention. The dealers flooding Oakland with guns need to be held accountable and OPD needs to be transparent in their reports, sharing with the public what they are doing to stop the influx on guns into Oakland.
My name is Terri, identifying the inflow of guns into not only Oakland, but Alameda County is very important to me. As a Faith in Action East Bay leader, I coordinate the weekly Friday Night Ceasefire walks, and I look forward to the day we no longer need to walk the street calling for peace and healing. City Council and OPD must make gun tracing a priority in helping reduce homicides and violence in Oakland. You may hear this request during public comment, this report includes reporting the number of crime guns traced to suspected dealers, and the work being done with partners such as AFT and Cal DOJ to shut down gun shops supplying guns illegally. With 109 deaths due to homicides, as of the weekend, efforts to use all necessary resources i.e. Ceasefire, Department of Violence Prevention, and implementing MACRO must be in place and appropriately utilized to meet gun reduction program goals.

I founded Youth ALIVE! 30 years ago, as guns were the leading cause of death for young people in Oakland, & CA. I thought that they should be a part of the solution. After reducing gun violence, they would then be alive and prepared to help address the other issues of housing, education, employment, and social justice. With their participation in passing major gun violence prevention policies, gun deaths in CA dropped to half of the national average. The kids I worked with always said what the data showed: "Where there are more guns, there are more gun deaths." They also said that they didn't want to have a gun, because they were afraid that they would use it, or it would be used against them. Last year, handgun sales in CA were up by 2/3, homicides increased by 50% in Oakland with double the number of gun injuries in Highland Hospital. For the most part, the guns are not made in Oakland, and they're not sold through legitimate gun dealers in Oakland. OPD needs to continue working to stop the drip, that has become a river, of guns once again flowing into Oakland. They need to build and maintain the strongest working relationships ever both with the community, and with regional, state and federal law enforcement resources working to staunch the flow of guns. OPD needs to do everything it can to find illegal gun dealers, provide regular tracing reports, and hire non uniformed personnel to do the tracing work. The quarterly crime report validates everything we see and experience daily on the streets of Oakland. The rise in homicide rates, as well as firearm assaults continues to take the lives of people, particularly in our POC communities. Many of area reports make mention of the number of firearms seized during the quarter.
It is important that OPD focus their limited resources [time, and money] on actions that will help SAVE lives! Tracing seized firearms back to their point of origin, and holding illegal gun dealers accountable for flooding Oakland with weapons of death is important work that needs to take a priority.
As a volunteer with Moms Demand Action For Gun Sense in America, I implore the City Council and OPD to make gun tracing a priority in helping reduce homicides and violence in Oakland. The necessary and existing programs to address poverty and inequity in Oakland can not be truly effective until the killing stops, and the community is freed from this form of domestic terrorism.
